The Kyakuden was originally part of the imperial residence of Tōfuku-mon-in, the consort of Emperor Emeritus Gomizuno-o, and was used to receive visitors in private audiences. It was first located on the grounds of what is now the Kyoto Sento Imperial Palace. After her death, the building was relocated to the precincts of Rinkyū-ji Temple, and later moved to its current location in 1682. In 1885, its administration was transferred to the Imperial Household Ministry.
