The present Kyoto Imperial Palace was reconstructed in 1855 (Ansei 2), following the destruction of the previous palace complex by fire in 1854 (Kaei 7). This garden was created over the course of approximately one year, beginning the following year. Many of the trees, stones, and lanterns used in the garden were presented as offerings by court nobles, samurai families, temples, shrines, and from goryōsho (imperial estates). Additionally, some trees and stones were transferred from the Sento Imperial Palace and the former residences of Nyoin (imperial consorts), which were located to the south of the current palace grounds.
This Gonaitei (referring to the inner garden) reflects the strong personal tastes of Emperor Kōmei (the 121st emperor) and the jun-kō (later Empress Dowager Eishō). It is recorded that they personally toured the garden during its construction and gave direct instructions regarding its design.
