The virtuous rule of Emperor Yao, a legendary and ideal sovereign in ancient Chinese tradition, is depicted at the beginning of the Teikan Zusetsu (Illustrated Mirror of Emperors). The episodes portray Emperor Yao selecting wise and virtuous sages to govern various regions of the land and appointing one as his prime minister to assist in political affairs, ushering in an era of peace and prosperity. In the painting, four renowned sages—familiar to viewers of the time—are shown lined up to greet Emperor Yao before departing for their respective posts. The composition also features Shun, who was appointed prime minister, depicted riding a horse as he travels to assume his new role.
